It is part of the East River Waterfront Esplanade, run by NYC Parks; NYC311 says parks are open 6 AM to 1 AM unless other hours are posted, and map listings give 6 AM to midnight daily. Between midnight and 1 AM the two disagree, so check the signs at the entrance.
